Yes, if the water issue is handled. We check where the water comes from. If it runs toward the patio from the yard, a drain or regrade may be needed. Once the slab dries out between rains, the overlay sheds surface water and cleans up easily.

Is the newer concrete toward Progress Ridge ready for an overlay?

If it has sat through at least one summer, most likely. We grind off the builder sealer and test the moisture. A patio poured in the last few months should wait. New concrete that is still drying can cause bond issues.
