Usually. We grind the high spots, fill the low ones and the cracks, and test for moisture. An uneven cellar floor will not come out dead flat, but it will be sealed, clean, and uniform in color.

No, we grind it all off. A peeling kit means the bond failed, usually from moisture or poor prep. We take it back to bare concrete, test the slab, and prime if the number calls for it.

Does the fog near the wildlife refuge matter for the floor?

It matters during the cure more than after. Winter fog off the refuge keeps the air cool and damp, which can push the cure somewhat past a week. Once cured, the coating is unaffected by humidity.
