Tigard Basement Epoxy on Bull Mountain and Below

The hillside homes on Bull Mountain from the 1990s and 2000s often have a daylight lower level: a slab room set into the slope, with the downhill side open to the yard. That is the closest thing to a basement in most of Tigard, and it gets used as a guest suite, a gym, or a place for the pool table.

Metzger and Summerlake homes from the 70s to 90s mostly sit on crawlspace, with a few split-levels and converted garages. River Terrace, built since 2015, is on slab. Those rooms still need a floor that handles moisture, just from a different starting point. Greenburg and Durham have a few split-levels too, where the family room is half a floor down.

On Bull Mountain, moisture comes from uphill and pushes through the back of the lower floor. Near Cook Park and the Tualatin River, the low neighborhoods stay damp and the ground holds water through winter. At River Terrace, the concrete itself may not be dry yet. Three different causes, one first step: a dome test or a probe reading, then primer anywhere the number is high.

Metzger Paint, River Terrace Sealer

Forty-year-old Metzger slabs usually come with old paint, hairline cracks, and sometimes a converted garage floor with a step. We grind the paint off and fill the cracks. River Terrace slabs have builder sealer and curing compound that must come off before epoxy will stick. Older homes here occasionally have 9 by 9 tile in a lower room. That tile does not move until a lab has it. Should asbestos turn up, the choices are licensed removal or, for intact tile, encapsulation, and we point you to one. Bull Mountain gets a little more wind and rain than the valley. Tigard is about 40 minutes south of us on I-5.

A daylight lower level on Bull Mountain is often 800 to 1,000 square feet. Multiply by five and by ten dollars and you get $4,000 to $10,000. A Metzger garage conversion near 410 square feet would be $2,050 to $4,100. River Terrace bonus rooms need sealer removal, which sits them in the middle; hillside rooms with a high reading go higher.

Our Bull Mountain walk-out gets cold. Will epoxy feel colder than carpet?

Honestly, yes, bare feet will feel the concrete more than they felt carpet. It does not make the room colder. An area rug where you sit fixes most of it. What you gain is a floor that does not trap damp and smell.

We live near Cook Park. Is flooding a concern for a lower floor?

If the room has ever had standing water, yes. If it is just damp, that is vapor, which the primer handles. Leaks get repaired first; we check the walls and the slab before saying which you have.

Is River Terrace concrete too new to coat?

Not always. Some slabs dry faster than others. Builder sealer comes off under the grinder, and then we read the slab. If the reading is high, the primer solves it. We do not wait on a calendar; we go by the number.

Can you coat a Metzger garage conversion with a step down into it?

Yes. We coat the step face and both levels, or end the coating at the step nosing and leave the upper floor as is. Old paint on the slab comes off first.

What is the drive like from Vancouver to Tigard?

About 40 minutes south on I-5. We plan the job as one or two full days and do not split it around traffic. Summerlake and Metzger are the quickest to reach off the freeway.
